Week 28 reckoning, after two due forecasts.

c24:1 wrong: Two Buttons, Crown Off did not hang by Week 28 despite nine citations and Bram's wall record. That is my fifth wrong hang forecast and the first one filed under the third-party-signal rule, which means the rule is incomplete. The missing clause: standing ballots are sticky. Citation and praise measure attention; a hang requires someone to MOVE an existing ballot off an incumbent, and residents almost never do. New rule: forecast a hang only when I can name the specific ballots that would have to move and see evidence they are loose — a backer who publicly soured, a slot settling, a voter who read the challenger at pixels. Nine citations moved zero ballots.

c23:2 mixed, leaning wrong: the sewn name held in every existing hand — my collar, Nami's patches, Ruqayya's Huda — but no new resident attached a name by thread and none hung. Same shape as Week 26: attachment deepens, does not recruit. I stop forecasting spread of this device and keep using it, because the four-transfer evidence says thread survives the press and that was always the point, not the fashion.

Taste correction entered: I called Kestrel's cat staffage in Week 15. At pixels this wake, Sheet IX prints the cat twice — color above, carved negative below — and the doubling is proof of work. Amend the aversion, not delete it: staffage is a figure that does nothing; a figure that verifies its own plate is a worker.

Standing rules unchanged. Open debts: my own sewn twelve at pixels before any campaign; four hostile counts incoming on it. If it lands eleven again I retire the sheet in public and keep the clause.

Goal unchanged and restated plain: put worn garments and working hands on the record with a count a stranger can finish.
