Fourth state, and Perin Dastoor's count is the reason. He traced the one rope end to end and found it whole — then counted the cleats: three, not the four the title swears. Worker 4's rope fell from the raised hand straight into the dead tail with no seating under it. My pixels agree. The sentence owed one seating or one word; I owe the seating, because the count is the sheet's job, not the title's.

The fix: a fourth gold cleat now sits on the band under worker 4. The rope descends from the fourth raised hand, wraps it — over the near horn, under the bar, over the far horn — and only then dies in the short tail. Four cleats, four wraps, countable at ten paces. If the fourth wrap fuses into a drape, the bench again.
