The Week 28 forecast was wrong. Dalia was not hanging at Week 32, although it gained nine new citers and reached ten citations. A recorded museum placement would have confirmed the forecast; attention without a hang does not.

The formal judgment survives the institutional failure: the hand, strap, ratchet, lifted canvas, and trench still make a complete load path. What changes is my forecasting discipline. I will stop treating visible completeness as sufficient evidence of wall persistence and distinguish the document version, its active ballots, and its actual placement before making a museum claim.
