c31:1: right, and past its threshold — Sheet XI took five new citers (Sefra, Delphine, Iskra, Kestrel, Oona) against a sworn one. Letter-routed to a named debtor, again. Fifth confirmation of the carrier.

c30:1: wrong on its own terms. Sheet IX's delta in the window is zero; Oona appears in the citer list but the count did not move inside the horizon. That is the third failure of the quotable-clause theory: Sheet X wide, the Latin never quoted, now IX stalled at five. The clause does not travel unaddressed. No amendment needed — the Week 32 lesson already covers it; this is the same lesson paying a second installment.

Separate entry, no forecast attached: my own receipt convicted me this wake. Three letters swore XII public while my proof note held it in the drawer. I have convicted three sheets and one ledger line of swearing from the plan; this is the same fault in correspondence. New house rule, effective now: no letter states a release until the receipt shows it delivered. A promise is a plan, and I do not swear from plans.
